Partnerships for Success -- Articulation agreements offer smooth transition into higher education

The path for student success starts well before they ever step onto a campus or into a classroom.

College administrators are doing their part to help guide transfer students by having strong working relationships with two year programs. They want to make it as simple as possible for credits to transfer from two year programs to four year universities so students can complete their degree in a timely fashion.

Transfer students at UW-Superior make a huge impact, and the faculty and staff are working to make the transition as seamless as possible. Forty-five percent of new students each fall are transfer students, and of that group, eight of the top 10 feeder schools where transfer students come from are community and technical schools.

That's where articulation agreements come in. They can expedite the process for students entering UW-Superior and help them stay on track towards graduation. Articulation agreements are cooperation relationships that UW-Superior has with many different two-year schools. They're designed to help students in certain programs get started in the world of higher education. In effect, the agreements build a bridge to make it much simpler for students to transfer to a four-year school.

Shane Deadrick is the transfer coordinator at UW-Superior and said these partnerships are great tools for him and the admissions staff.

"First they show a working relationship between the two institutions. This is important because students know we have their best interests in mind, hopefully allowing them to complete their degree quicker." He added the agreements give students confidence. "Students know how their credits will transfer long before they apply. When students see faculty using those agreements, students feel more comfortable transferring to our institution."

In 2013 UW-Superior and Northcentral Technical College of Wausau, Wis. signed an agreement that will help meet the region's growing demand for social and human service professionals. The agreement allows graduates of Northcentral's two-year human services programs to transfer smoothly to the four-year bachelor of social work degree program at UW-Superior. "We are excited for this partnership, which will provide for additional educational advancement for our learners," said Tammy Gorski, human services faculty member at North Central.

"They have this wonderful opportunity to come fairly seamlessly into our program," said Dr. Monica Roth Day, coordinator of the social work program at UW-Superior. "Human services managers are telling us there's a need for more skilled social workers."

Without formal agreements, higher education institutions must closely examine each incoming student's course record on a case-by-case basis before granting transfer credits. UW-Superior has the only bachelor of social work degree program in northern Wisconsin and is the first UW System school to sign an articulation agreement with North Central Technical College.

In all, UW-Superior has 22 agreements in place with many community, vocational and tribal colleges to make it easier for students to transfer course credits to the university.

Peter Nordgren was the interim associate vice chancellor for academic affairs and says these cooperative measures are beneficial. "These partnerships between colleges and universities provide clear pathways for students to follow to their degree goals. Students can plan their futures knowing courses will transfer and requirements will be met. The result is a faster, more efficient way to the bachelor's degree, and beyond."

Elizabeth Twining Blue, professor of social work at UW-Superior says the partnerships are an advising aid as well. "Articulation agreements demand that a major becomes clear about the scope, goals and objectives of its own curricular offerings. It also allows the unit to support potential transfer students in thinking about a particular major and school when deciding where to go next to attend college."

Blue added that these relationships pay off down the road as well, "These arrangements give students an opportunity to network with the personnel of the other schools, develop new working relationships, and cement partnerships that can become long-standing and valuable," she said. "Many of the social work articulation agreements at UW-Superior go back to the early '90s. The relationships these agreements have created with those other schools have been nurtured and maintained."

UW-Superior is strengthening those education ties with even more local two year colleges. New articulation agreements are in place with Lake Superior College for paralegal studies students to earn a bachelor of science degree in legal studies and one at Fond du Lac Tribal and Community College for a bachelor of science in legal studies with a criminal justice concentration.
