Grant Submission Process

Steps in the Grant Proposal Process

  • Contact your Department Chair or supervisor to discuss the grant opportunity with them as you develop your proposal. Your supervisor must approve your commitment of time toward this project. Grants submitted through one of UW-Superior's Research Centers or Institutes require review and approval of the Center or Institute Director.
  • Review UW-Superior's internal grant proposal routing form. All external grants (including UW System grants) require an internal review of the proposal by your supervisor or department chair, and Sponsored Programs prior to submission. View the Grant Proposal Routing Form.
  • Any budget included with the proposal must be reviewed and approved by the Grant Accountant prior to submission.
  • Grant proposals should be submitted to Sponsored Programs along with an internal routing form signed by yourself and supervisor 5 business days prior to the granting agency deadline to ensure sufficient time for review, revisions and submission. You need to include all elements of the grant submission at this time: narrative, budget, any attachments or appendixes, letters of support, etc. 
  • Sponsored Programs will secure the signatures of the Provost and Vice Chancellor of Administration and Finance.
  • All grants that require submission through grants.gov must be submitted by UW-Superior's grants administrator. Please contact Sponsored Programs to establish a workspace within Grants.gov.

Authority for Submission

Sponsored Programs decides when a proposal is ready for submission in coordination with the Principal Investigator, the Provost and/or Vice Chancellor. All grants and contracts are held by the Grant and Research Administrator for the Provost.

  • Grants are submitted when the Grant and Research Administrator, the Department Chair and the Vice Chancellor of Administration and Finance have provided signature authority to do so.
  • Contracts are submitted and signed only when the Department Chair and the Vice Chancellor of Administration and Finance have provided signature authority to do so. 
  • All federal grants must be submitted by the Grant and Research Administrator.
  • The person preparing a grant (Principal Investigator) may submit any non-federal grant or contract bid to the funding agency or sponsor only after the proposal has been reviewed by Sponsored Programs, and all signatures are secured and the internal routing form is delivered to Sponsored Programs.

Roles and Responsibilities in Submission of Non-Federal Grants or Subawards

A Principal Investigator may submit a non-federal grant only after the proposal has been reviewed by Sponsored Programs, and all signatures are secured and the internal routing form is delivered to Sponsored Programs. The Principal Investigator must provide Sponsored Programs with:

  • A complete copy of the submission, including all attachments and letters of support.
  • A copy of the scope of work or other deliverables, if not included in the submission. This is particularly needed for contracts.
  • Proof of submission to the funding agency through either: 1) copy of the cover letter, signed and dated and 2) an electronic copy of the email submission with attachments forwarded to gro@uwsuper.edu
  • Signed internal routing form.
