Nonresident Tuition Waiver
If you reside outside of Wisconsin or Minnesota, the Nonresident Tuition Waiver (NTW) can reduce your cost of nonresident tuition by nearly 50% depending on academic merit and/or financial need. Through this award, we hope to make the cost of studying at UW-Superior affordable to a wide range of students from diverse backgrounds.
Application Process and Eligibility
Admitted students will automatically be given consideration for an NTW Award or an NTW Scholar Award based upon academic merit and/or financial need. It is not possible to receive both awards. If a nonresident domestic student is not eligible for a NTW Award or NTW Scholars Award, the student will be given consideration for the Midwest Student Exchange Program (MSEP) based upon residency described below.
Students enrolled in a fully online degree program are not charged nonresident tuition and therefore are not eligible for the NTW Program.

NTW Award and Scholar Award Criteria
NTW Scholar Award and NTW Award amounts below are estimates for the 2023-24 Academic Year and could be subject to change.

GPAs will be based on a 4.0 scale when evaluating NTW eligibility.
- U.S. high school GPAs will be converted by the Office of Admissions if not currently on a 4.0 scale.
- Academic records from non-U.S. institutions will be evaluated on equivalent criteria.
- Transfer student GPAs will be calculated based upon a weighted average of all completed college course work.
- Students who are eligible for the NTW Award may have an opportunity to receive the NTW Scholar Award if their most recent:
- financial aid package reflects Pell Grant eligibility, or
- transcript reflects a GPA that qualifies them for the NTW Scholar Award.

NTW Award Conditions
Awards through the NTW Program are subject to the conditions in the NTW offer letter, NTW acceptance form, and the discretion of the NTW Council. Awards will be made on a rolling basis after admission is offered.
Minnesota Reciprocity
The Minnesota-Wisconsin Reciprocity Agreement enables Minnesota residents attending UW-Superior to pay the same tuition rate they would pay at a similar state institution in Minnesota. This offers a substantial savings over the nonresident fee.
To take part in this program, Minnesota students must file for and receive reciprocity before the end of their first semester of enrollment. It is recommended that students file for reciprocity before the semester starts or as early as possible. It is the student’s responsibility to apply for reciprocity. Failure to apply for and receive reciprocity will cause the student to be liable for paying nonresident tuition and fees.

Midwest Student Exchange Program (MSEP)
UW-Superior is a member of the Midwest Student Exchange Program, which offers nonresident tuition waivers for certain students who do not qualify for a NTW. There are no academic requirements for the MSEP, but a student must have legal residence in one of the following states: Indiana, Kansas, Missouri, Nebraska, North Dakota or Ohio. Note that students cannot receive both a NTW and MSEP waiver at the same time.
The value of an MSEP waiver is approximately $4,373 for the 2024-2025 academic year. Students will automatically be considered for the MSEP if they do not qualify for the NTW and if it is determined that they are a legal resident of one of the qualifying states.
